directx 9 is in reference to a M$ windows:

ATI and NVidia are two different  types of graphics card chip sets.

Incidently GPU is another name for graphics card - Graphics Processing 
Unit.

One would either get an ATI Chipset graphics card of X800 or better or 
an NVIdia chip set graphic card of type 6600 or better.

128 MB is the memory on the graphics card

This is a description of an older graphics card.

Shader module is now above 2.0  and 128MB is not much memory.
