directx 9 is in reference to a M$ windows:
"Microsoft DirectX is a collection of application programming interfaces
(APIs) for handling tasks related to multimedia, especially game
programming and video, on Microsoft platforms."

ATI and NVidia are two different types of graphics card chip sets.
sample ATI X800

sample NVidia 6600

Shader module means capability to shade pixels

Incidently GPU is another name for graphics card - Graphics Processing
Unit.
One would either get an ATI Chipset graphics card of X800 or better or
an NVIdia chip set graphic card of type 6600 or better.
128 MB is the memory on the graphics card
This is a description of an older graphics card.
Shader module is now above 2.0 and 128MB is not much memory.
Here is a BFG GeForce 6600 OverClocked Video Card - 512MB DDR2,
PCI-Express, SLI Ready, DVI, VGA for $44.
