Just wanted to add...my 2c purely as a matter of side interest.

I worked on something thats similar ( in a  sense ).

A guy invented a "plasma jet".  I'm sure you can google
it somewhere.  You take a metal tube, force air thru it,,
apply a wee  5 KV, and at 60ma, you get this cool bluish "flame"
coming out.  Whats interesting is that its a "cool" flame.
You can stick you hand right in the "flame".

(the 5kv was dropped across a big hulking resistor to prevent
arcing on startup)..  Where I was, we borrowed this thing
and I played with it quite a bit. 

Since you didn't ask, this thing was supposed to be used to
"sterilize teeth".. when a dentist needed to do some
work... (I gotta bridge  .. . . .  no, not a DENTAL bridge !!).

A more correct name is plasma torch..
(and for those uninitiated, this plasma is a bunch of air ions).
Get a 5 KV supply and you could build this at home !

I believe there are plasma torches for welding also..
Big hulking commercial air filters also use  ionizers.
