Also, just FYI, I've had a USB header prevent a system from posting.
Yes, a USB device!  Totally unexpected.

PCs are a real PITA, especially when it comes to the POST and getting
different components working together -- or even on the same board
(seen enough design defects over the years).  It's the price you pay for
commodity openness, things are _never_ to exact spec and atypical cases
can result in total failures (like a failed USB device holding up the POST
indefinitely).

_Never_ assuming anything with the PC.  It's a cure as much as a blessing.
