In general, the problems are teachers and support.
There are few familiar at all and Microsoft's K-12 pricing, with support
options, is very difficult to beat (now post-secondary or K-20 is another story).
E.g., I find LyX's in-line equation editor to be much faster at cranking
out math worksheets than not merely just equation editors in common
word processors, but even dedicated math worksheet generating
programs.
And in all cases, computers are generally not a part of the curriculum in general.
They are left to non-academic courses. So it's a hard sell in general.
The best avenues are smaller, private schools with volunteers.
Areas where Microsoft subsidy is of little interest.

I am amazed at how little interest (actually, total lack of same) in the
topic. I am known to several city councilmen and at least two school board
members.
