The NT Virtual DOS Machine (NTVDM) has incompatibility with some DOS
services and facilities

NTVDM also has the same problems as Linux DOSEmu, OS/2 and Windows
386Enhanced Mode (which Windows 95/98/Me actually use, not just 3.x),
Virtual86 (a mode of Protected386) incompatibility.

You typically can only solve this by booting Real86 DOS, which includes
the DOS 7.x in Windows 95/98 (not Me, they removed the option, even though
it's underneath) into command-line mode, without many memory and other
services.

Sometimes some complete DOS Emulators (they provide an actual DOS
replacement, like DOS Box) is capable of emulating full Ring 0.  NTVDM,
386Enhanced DOS-Win, Linux DOSEmu and OS/2 all provide DOS Protected
Mode Interface (DPMI) which works with many DOS programs, but not older
VCPI and extenders.  There are also protections on some access that will
break under Virtual86-DPMI.
