That is entirely possible. You could drop a splitter in-line, or you
could expose the ring and tip wires of the line itself and patch another
modem in. Connect the sniffing modem to another computer. Then you'd
start up a terminal emulator, configure the modem appropriately,
initialize the modem ('ATZ' used to work for me) and use the AT-command
'ATA' to take the modem off-hook to get a copy of the traffic.

I used to do it on one of my Ataris with the SX212 modem (which had both
RS-232 and Atari-proprietary serial jacks that operated simultaneously).
It also used to work pretty well on a PC up to 2400 bps (because that's
what my modem used to top out at).
