[Novalug] Maybe OT: Need file repository solution

I am an adult leader in a local Boy Scout troop.
We have several files (permission forms, troop
policy manuals, rosters with names, addresses,
phone numbers, etc.) that may contain private 
info about troop members.  These documents need
to be available to the members of the troop,
but not to the rest of the world.  We currently
have the non-sensitive documents on the troop web
site, but the sensitive documents must be emailed
to requesters as needed, which is a hassle.

We are looking for some sort of document repository
solution that will make it easy for ONLY members
of the troop to access these documents.

Requirements:
* easy for non-techies to use
* simple to administer

Nice to have:
* ability to mark files as either read-only or read-write
* some way of being able to link to documents in email messages
* free or inexpensive

What is the best way of doing this?
