[Novalug] Traffic is very bad on 495 north

Beltway traffic jams after 9 PM are usually construction, and will only
last as long as the HOT lanes exist... :-D
The beltway isn't usually too bad between about 7 PM and 9 PM on weekdays,
unless someone does something stupid. The situation also tends to improve
between when school lets out and starts back up.
So in theory, it's not too bad between 7 PM and 9 PM during weekdays
through June-August, assuming no-one crashed between 66 and 270.
