You are correct.  This is a known problem with FiOS when PPPoE is
involved.  I begged and pleaded them to set me up for DHCP, but was
told that their head-ends (I don't know what it's actually called,
this is outside of my experience) support either PPPoE (older units)
or DHCP (newer units), and they couldn't readily switch my link from
one to the other.  So, I sacrifice a chicken occasionally to the PPPoE
gods when I have to reboot my firewall.
