[Novalug] which drawing tool?

If I were creating a document which included some
fairly simple line drawings (boxes, arrows, etc.)
which drawing tool would you suggest.  The document
might be displayed on a web page or in a PDF viewer.

Last drawing tool I used was "pic" with troff documents :)
