pending-delete-on not working

Evidently something you are using is disabling it.  Probably what is
happening is that some other application, when loaded or when some
part of its functionality is enabled, is trashing the pre-command hook
that pending-delete depends on to work.

The next time it happens, please get the value of pre-command hook;
then turn pending-delete back on and get the value again, and send us
the results.
