I thought that I had read in one of the GNU standards guides that we shouldn't
require the presence of autoconf when a general user performs an
installation.

On reflection I think that I was mis-remembering parts of the autoconf manual
(which talk about bootstrapping autoconf).  As a result I have no objection to
'all' depending on 'configure' in releases.
