News item announcing XEmacs cygwin package?

I kind of missed the fact that XEmacs is now available as a cygwin package.

Who made that happen?

Shouldn't we put in a news items at http://xemacs.org/index.html
to that fact?

Who want to write it?

I can review and commit, if so desired.
