yank-clipboard-selection, cygwin + xemacs 21.4.13

I'm having problems with Windows clipboard integration using the Cygwin flavor of XEmacs 21.4.13.

I can neither copy nor paste in either direction, though I could have sworn this used to work for me once upon a time.  I may be thinking of the regular win32 version of XEmacs, but I'd expect the Cygwin version to work too.  Am I trying to do the wrong thing?

I'd rather be using *nix, but at work I have to do my best to spackle over Windows.  Just in case I'd somehow "disabled" this feature I perused the Customization menu for something pertinent and found that the "Interprogram Paste Function" is set to "Get from Clipboard".

Googling for this problem didn't turn up anything helpful for this vintage of XEmacs, but maybe I'm using the wrong search terms.

Any pointers regarding this *highly* annoying problem would be greatly appreciated, because this really decreases the utility of the one true editor.  ;)
