In Windows, as I understand it, there should theoretically be three
UIs to the clipboard: C-w/C-y (manipulate the kill ring and clipboard
simultaneously), cut/copy/paste toolbar buttons (clipboard only), and
Shift-Insert/Delete keyboard shortcuts (clipboard only).

Which are not working?
