That's because we have another policy of turning on all error checking by
default in beta releases.  As a comment says in configure.ac:

        Error checking default to "yes" in beta versions, to "no" in releases.
        Same goes for --enable-debug and --extra-verbosity.

To set just one flag use --with-error-checking=none,gc or mark 21.5 non-beta :-)

It looks like a relic of the pre-autoconf 2.5 macros that can be safely
removed.
