Tex-Mode not working in XEmacs

Oops, last time I installed xemacs under windows, per default all pkg
could installed, if I remember correctly, strange.

Now that I think of it, I do remember that 21.4.13 on windows gave
problems with auctex. I recommend to upgrade to 21.4.17
