You may be lacking the mule-base package; I've never seen this
reported before and we definitely support that coding system, so I
would guess that it has to do with lacking packages.

There's not a great advantage to having a CVS checkout of the packages
unless you're a developer; you should just download the "SUMO"
tarballs, and install them (usually in
/usr/local/lib/xemacs/xemacs-packages and
/usr/local/lib/xemacs/mule-packages, but you can arrange to fit your
own installation preferences -- you may need to configure your XEmacs
differently, though).
