Can you reproduce if you change that to... 

  "xemacs -no-autoloads -l gnuserv -f gnuserv-start"

That should tell you if it is related to local settings/packages etc (if
you can't reproduce under -no-autoloads you can bet it is your local
settings that are screwing you).

Assuming that you can reproduce with -no-autoloads, can you
reproduce... 

  a) using a different terminal emulators

  b) using different window managers

  c) in a TTY console completely outside of X

If it helps, I _CANNOT_ reproduce this in SXEmacs.  That might indicate
that this is restricted to XEmacs 21.5.
