License for etc/custom/example-themes files

FWIW, I looked at these files.  This must be some unimplemented 
functionality.  For example, there is the European example with A4 sized 
paper, but no example for US/Letter sized paper.  No disrespect to Jan, 
but are these useful to anyone?  They are very short files, largely 
undocumented and ex-custom-file (you have a typo above) is 
auto-generated in some way (with a reference to xemacs-20 on top of it).
