People keep saying that, as if we were trying to steal their credit.
I think we should make a point of saying that "foo.c contains no
permission notice, and we need to confirm the license on that file".

Anybody who has assign.future on file is OK; the copyright clerk told
me a while back that the FSF has no problem relicensing any code to
GPLv2+, although I imagine that they would prefer GPLv3+.
