patcher mercurial support? commit message vs. handcrafted ChangeLogs?

Greetings all!

I have lost track.

Is there a patcher supporting mercurial diffs (especially against the
XEmacs core repository)?

Do we still hand-craft ChangeLog entries for patches?

I seem to remember GNU has a setup where you insert the changelog
message in the commit buffer.

I'd be grateful for any pointers.
