21.4 better than 21.5? (was: babel, json, missing function decode-char)

Good (implicit) question.
The reason is that I prefer to work from a very stable code base (21.4
qualifies!), and SXEmacs has nothing new that I'm interested in
having.
However, I rather suspect that what I'm doing is almost orthogonal to
what SXEmacs is doing, and once I've reached a relatively stable
state, I'll probably see if I can easiily port my changes onto
SXEmacs.

I'm not planning Yet Another maintained fork - there's nothing in 21.5
I want, nothing in SXEmacs I want, nothing in FSF I want. The *only*
thing I want that I don't have is full Unicode support (including
combining characters and bidi).
My plan is that by the time I get round to discovering further
packages that make my life better, one or other of the maintained
XEmacsen will have everything I want;-)
