outdated url-library: is XEmacs still the next generation of Emacs?

I have been using Xemacs for more than 13 years now to do
everything. unfortunately there are at least two things that I cannot do
with my Xemacs beta version:

1. bibsnarf.el (search for bibtex)
2. mediawiki.el (open and edit mediawiki pages directly in emacs)

both rely on url.el and mm-url.el and work fine under emacs. 

the author of mediawiki.el explains the problems with xemacs here:

he says: "I'm surprised there are still XEmacs users, but if it doesn't
cause me too much pain, I'll help them out."

indeed, given that emacs version > 23 appears quite similar to xemacs
21.5 (beta29) with utf-8 support and font-aliasing (xft) I dare asking:

a) is xemacs still the next generation of emacs?
b) is anyone working on a new version of url.el for xemacs?
c) why not migrate to emacs?
