outdated url-library: is XEmacs still the next generation of Emacs?

Oh yeah, I forgot one feature that may or may not matter to you: on
32-bit machines, our buffers are still bigger (up to 2^30 bytes, where
I think GNU supports 2^29 (or maybe 2^28, but I always get this wrong
so let's put the bigger number as best guess :-).  (We'd still be two
or four times as big on a 64-bit machine, but nobody cares about that
yet.  Maybe next year. ;-)
