Yes.

I now have a reproducible test case with 21.5 (7abb91db1e64) and 21.4.22
using "xemacs -vanilla":

1. $ xemacs -vanilla

2. C-x 4 f foo.latex RET

3. M-x tex-mode RET

4. disable toolbar from the menubar (Options>Display>Toolbars visible)

   After this step, the toolbar for foo.latex is still visible, and the
   frame has shrunk by a couple rows.

5. Drag the modeline for *scratch* so as to shrink or enlarge the window
   for foo.latex.

6. C-x +
