LANG de_DE.UTF-8 (was: coding problem with babel.el (babelfish interface))

Hello,

I confirm this kind of issue for Chinese coding system handling.

The problem is similar to Uwe Brauer one:

I have some chinese charactor in init.el and the file is encoded in UTF-8. 

When launch xemacs in zh_CN.UTF-8, xemacs displays the characters in chinese.
While If xemacs was launched in en_US.UTF-8 , all chinese characters in init.el will be displayed as '??'

Hello

One solution consists of using the following (tcsh shell)
setenv LANG  de_DE.UTF-8
/usr/local/bin/xemacs &


I still don't see why this is necessary in Xemacs but not in
GNU emacs?
