[C] xemacsweb: Suppress genpage dummy-dots using -q

COMMIT

Testing broken website update.

sourceforge-commit seems to get rejected.

Yep, as expected ...

The workaround is to execute the aliases named web-update manually as xemacweb at www.xemacs.org and xemacs at shell.sourceforge.net.
