#'carbon-current-locale just passes back a POSIX locale string. The only
incompatibility I can realistically imagine will be in showing the logic
behind the locale settings in #'report-xemacs-bug; and see
http://mid.gmane.org/18187.60360.900893.282407@parhasard.net for a case
where knowing the Carbon locale in XEmacs can be a real win.
