I do think refactoring is appropriate.  I'd already suggested a new
package in my QUERY, and I've been thinking on it for several days.  I
don't expect Aidan to do a ton of work that he thinks is unnecessary.

Thanks for the name, "net-lib" beats my suggestions with a stick!  I
will be publishing an informal spec for net-utils and net-lib, and
maybe some others, as a proposed patch to general-docs in a couple of
days.
