Here's how it works for me:

M-x patcher-mail-subproject

and then I answer the prompts:
    a. Project: 21.4
    b. Subject: Whatever
    c. Files: BUGS CHANGES-release (completion even works here)

I have the following definitions in my custom file:

   (quote (("packages" "~/cvsroot/xemacs-packages")
	   ("web" "~/cvsroot/xemacsweb")
