On second thought, you were right.  I can't believe I actually went to
the trouble of enabling you for all the XEmacs Dev Team-maintained
packages, but it looks like I did.  Somebody did, anyway.

We probably ought to take a look at the "collection" packages (the
ones named *-utils and such) and check whether any that have external
maintainers really have a need to be subject to the "ask the listed
maintainer" protocol.
