[COMMIT] Couple of tweaks to mule/latin.el

QUERY
If you look up the history of this code, you'll almost surely find
that the reason for the POSIX_ME_NOT extension was to avoid invoking
cperl-mode when editing the TUTORIAL.
Please make sure that doesn't happen, especially in 21.4.
