No.  For one thing, it is not at all obvious what "correctly" means.

To send something to the tracker, you have to do so explicitly, by
sending a copy (a BCC will work) to xemacs-tracker at xemacs.org.  You
need to put "[issue124]" as the first non-whitespace content in the
Subject line, or it will create a new issue.
