Do you also provide ftp protocol access to xemacsftp.digimirror.nl ?

It's not a must, but that way a future release of XEmacs could list your site as a choice under

Tools->Packages->Set Download Site->Official Releases->
and
Tools->Packages->Set Download Site->Pre-Releases->
