[issue] Edit Queries screen should include a link to the search page

It took me quite some time to figure out that to create a new private query I
had to go to "Search" and enter a name for my search at the bottom of the list
of search fields. The process would have gone much quicker if the Edit Queries
page had included a "New Query" link or button that took me to the search page.
