Mark Shuttleworth just posted a clarification of this decision as a lot
of people seem to be misinterpreting it. A major factor was that they
decided that neither Compiz nor Beryl was actually going to be ready to
be a default choice in Feisty, so there was no reason to push
proprietary video drivers by default. He seems to expect these to be
ready for Feisty+1 and that at this time it may become essential to
enable proprietary video drivers by default as well.

He does note that they will work with hardware vendors and make the case
for free drivers, as well as work with projects like Nouveau that are
working on free alternatives to the proprietary drivers.
I suggest reading that whole post as he notes a lot of interesting
things that have come out of their recent discussions.
Also, it appears that Feisty will include a utility for enabling the
proprietary drivers and desktop effects for those users that want to
risk the instability.
